Project Background: The Coolidge Terminal
The original Coolidge Terminal and Maintenance Facility operated transit services from 1928 until December 2011, when a fire destroyed part of the site and halted operations. Reconstruction plans were paused during Detroit’s historic municipal bankruptcy, leaving a critical gap in transit infrastructure.
DDOT has since moved forward with plans to construct a new bus maintenance, storage, and operations center on the existing Coolidge Terminal site at 14044 Schaefer Highway, Detroit, Michigan. The redevelopment includes full site clearance and demolition of all six existing structures.

The Coolidge Replacement Facility
The new facility is designed to support 24-hour operations and will initially accommodate 144 buses, with future expansion capacity up to 216 buses. The site will support both:
40-foot standard buses
60-foot articulated buses
Additional project highlights include:
245 total parking spaces
230 for staff (drivers, maintenance, operations, and administration)
15 for visitors

DDOT anticipates the facility will be fully completed in 2024.
Community Engagement & Public Process
DDOT has conducted extensive public outreach throughout the design phase, including:
Two virtual public meetings
A formal public hearing was held on February 16, 2023
These sessions provided project overviews, explained federal involvement, and addressed the requirements of NEPA, Section 106, and Section 4(f). Public input was actively solicited as part of the Environmental Assessment process.
